September 17, 2020 – Present: Court Appointed Independent Monitor for the Hampton Roads Regional Jail Board. Responsible for reviewing and reporting to the Court on HRRJB’s implementation of, and assisting with HRRJB’s compliance with, the Settlement Agreement, U.S. vs Hampton Roads Regional Jail Board. The Hampton Roads Regional Jail Board entered into a Settlement Agreement relating to medical, mental health, restrictive housing, and suicide prevention services provided to inmates incarcerated at the Hampton Roads Regional Jail.
September 9, 2019 – Present: Consultant, U. S. Department of Justice, Office of Justice Programs, Civil Rights Division, Section of Disability Rights. Responsible for evaluating and reviewing health care at prison/Jail sites as directed by attorneys with the DOJ.
March 13, 2017 – January 2023: American Correctional Association Auditor. Responsible for reviewing compliance with ACA Standards for both Adult and Juvenile Facilities. Performance-Based Standards are used for accreditation which address services, programs, and operations essential to good correctional management. On the audit team my focus is on life, health and safety standards. Work with ACA nursing committee on certification standards for correctional nursing and correctional nursing management. Trainer for ACA on Hepatitis C and correctional nurse management.
June 1, 2015 – Present: Nurse Consultant, Third Party Jail and Prison Contract Reviewer, Nurse Expert Witness, Nurse Trainer/Educator, Corrections and Public Health.

December 9, 2014 – December 30, 2016: Consultant, U. S. Department of Justice, Civil Rights Division, Section of Disability Rights. Responsible for evaluating and reviewing health care at prison sites as directed by attorneys with the DOJ.
January 2009 –June 2015: Chief, Bureau of Correctional Healthcare Services, Delaware Department of Correction. Appointed by Governor Jack Markell. Responsible for day-to-day operation of all physical and mental health care, along with all substance abuse programs provided in all Correctional Institutional settings. Delaware has a unified Correction system. This system includes those who are detentioners, pre-trial and sentenced offenders. I oversaw the creation of the first Bureau of Correctional Healthcare services in the DOC. This new Bureau’s consists of 14 positions including Medical director, advanced practice nurse, compliance coordinator, mental health and substance abuse administrators and quality assurance administrator. The Bureau oversees contracts for Medical, mental health and substance abuse contracts by private vendors. Delaware has been under a Department of Justice Memorandum of Agreement since December 2005. I have overseen the establishment of criteria for assuring that all issues identified by the DOJ MOA were addressed and the quality of care improved. Delaware was released from the MOA December 2012. Spearheaded the effort to create, with the Delaware General Assembly approval, an RFP for an Electronic Medical Record within the Department of Correction. Bureau Budget of 54 million.
April 2012 – July 2012: Acting Deputy Commissioner Delaware Department of Correction Providing assistance to the Commissioner of Correction on day to day operations and activities within the Department. Acting on behalf of the Commissioner as necessary during absences of the Commissioner. Providing legislative assistance for issues related to the Department.
November 2011 – December 2013: Nurse Consultant for Nakamoto Inc. Providing consultation services by evaluating detention centers throughout the US for compliance with ICE standards.
July 2009 – November 2011: Nurse consultant for MGT of America. Provided consultation services by evaluating detention centers throughout the US for compliance with ICE standards.
November 2005 –December 2008: Director Office of Health Services- Appointed by Governor Ruth Ann Minner to oversee the creation of a Medical Unit in the Delaware Department of Correction. This was the first unit that had medical professionals overseeing the care and treatment of Delaware’s incarcerated population. This was a direct result of the Federal Department of Justice investigation into the care and treatment of incarcerated individuals in Delaware. Provided direction for the assessment of the current system and recommended systems for the future merging of care into a medical complex to house over 500 offenders in need of medical and psychiatric treatment. This would include a long term care and assisted living facility.
September 1999 – October 2000: Nurse consultant for WESTAT. Provided consultation services by assisting in the development of existing HIV evaluation materials and those that were in development that could be used by diverse organizations. Identified materials appropriate for use by each target audience, identifying gaps, and recommending was to translate materials to a different media, format, or level of comprehensibility appropriate to each target audience.
July 1995 – November 2005: Director HIV/STD/Hep C Programs Division of Public Health & State AIDS Coordinator, Department of Health and Social Services. Responsible for day to day operation of all HIV/STD/Hep C and AIDS Programs including CDC HIV Prevention and STD grants, HRSA Ryan White grants and Medicaid AIDS waiver case management programs conducted by the Division of Public Health. Was appointed as a Liaison to the Responsible for the policy and planning of HIV/STD/Hep C activities. Supervised central office staff of 22. Federal grants total over $10 million. Also, worked with the National Alliance of State and Territorial AIDS Directors as part of their Global Technical Assistance Program in Ethiopia, Cambodia and the Caribbean. During these visits assessments were made of the needs of prevention and treatment programs in each country or region
February 1992 – July 1995: State AIDS Activities Coordinator, Department of Health & Social Services, Division of Public Health. Responsible for the coordination and planning of comprehensive HIV/AIDS service delivery for the State of Delaware. Oversight of Ryan White Care Act, HRSA, and other monies granted Delaware for HIV/AIDS service delivery. Staff the AIDS Advisory Task Force, the HIV Care Consortium and coordinate activities such as the Annual HIV/AIDS Awareness Week Conference. Responsible for creating the HIV/AIDS Comprehensive 5 Year Plan for the state of Delaware.
January 1991 -February 1992: Clinic Manager, Milford Health Unit, Southern Health Services, Division of Public Health, Delaware. Responsible for the general oversight and planning of the Milford Public Health Clinic. Day to day operations and long term planning for community needs in Milford and Public Health’s response. Supervised a staff of 25. Enhanced DPH involvement with Smart Start program for pregnant women. Instituted total quality management program and team building. Continued as the HIV Prevention Program Director
May 1986-December 1990: Director of the AIDS Program Office, Division of Public Health, State of Delaware. Oversaw a staff of 22 in providing: HIV counselling & testing, quality assurance and support, health education & risk reduction including the training of professional staff, case management for people with HIV/AIDS, surveillance, and administering grants to community based organizations. Responsible for writing all grants for the A.P.O., management of resources, evaluation of all programmatic areas, and its finances. Oversaw growth of budget from $35,000 to over $1,160,000.
May 1985- April 1986: State of Delaware, Division of Public Health, Consultant & Coordinator for the Alternate Test Site Program and AIDS related activities. Helped to plan the growth and development of an AIDS Program Office out of the Alternate Test Site Program.
September 1983- May 1985: Sun Refining & Marketing, Marcus Hook, Pennsylvania, Relief Nurse, half-time. Industrial nursing including; ECGs, audiograms, pulmonary function studies, and routine physical exams.
September 1982- May 1985: Pyramid Temporary Services, Wilmington, Delaware. Experience in a variety of settings such as: Pennsylvania Shipbuilding, Chester, Pennsylvania; Allied Chemical, Marcus Hook, Pennsylvania; and Staff Charge positions at Nursing & Convalescent facilities in Delaware & Pennsylvania.
July 1981- August 1982: Veterans Administration Medical Center, Philadelphia, Pennsylvania, Head Nurse of a 40 bed acute General/Vascular Surgical Unit with a staff of 30. In addition to the standard duties of a Head Nurse, I also prepared the quarterly budget for the Unit, evaluated the staff’s performance, managed all discharge planning, and coordinated research projects on the Unit.
